Municipal Education Plans: Political, economics and methodological constraints in preparing and monitoring at municipalities of Bahia

Abstract

The work through a documental and bibliographic research in an exploratory and descriptive approach evidences the process of elaboration of Municipal Education Plans in municipalities of Bahia, both in the understanding of the aspects that ratified the education context of failure and goals frustrated in the national plan of the decade (2001-2010) and in the adoption of new guidelines for the current decade (2014-2024). The results obtained confirm the scenario of frustrated goals of the National Education Plan (PNE) in the Bahian educational context, because they identified that the reconfiguration of the forces of power in the national political arrangement, and the consequent understanding of the role of the Brazilian state in the scope of social policies, impeded the regulation of incremental sources of financing, the effectiveness of the federative authority in education, and the methodological systematization of the effectiveness of the monitoring and evaluation councils recommended in the guidelines of the new Municipal Education Plan.
