Collegiate action as a strategy for the democratization of education management

Abstract

This text systematizes part of a research project on the role of the school board in the democratization of education management in Recife. The study addresses the dimensions and contradictions of the materialization of democratic management on the basis of utterancesby school managers and school board members. The theoretical framework consists of the key concepts that constitute the discourse of democratic education management. The categorization of data is developed through Discourse Analysis, examining different views on the experience of decentralizing decisions within the school and also in the larger space of the Education Systemof Recife. The conclusions emphasize that the participants in the school play a conspicuous role in the execution of tasks in terms of school management, but are not so present at moments of decision-making and planning of educational policies for the municipality. Given this finding, the article proposes mechanisms for dialogue within the system, with a view to implementing the principle of decentralization in the definition of the Municipal Education Policy.
