Perceptions regarding the key aspects to the development of competencies in technical education

This paper proposes to identify the key aspects to the development of students’ competencies in technical educational institutions. Therefore, it relies on a qualitative research of phenomenographic nature” seeking to apprehend the perception of FAETEC professionals and representatives of the labor market in the city of Rio de Janeiro between April and July 2008. The theoretical view comprised: (a) the concept of competency from several theoretical points of view; and (b) pedagogy of competencies in Brazilian professional education. The process of analysis, which initially consisted of six categories of description – Technicians’ Conception of Competencies, Technical Education’s Role for Career Opportunities in the Labor Market, Labor Market Requirements regarding the Preparation of Students; Teacher’s Role in Students’Technical Training; Student’s Role in Their Technical Training; Involvement in the Construction of the Curriculum by Competencies – was followed by the construction of a framework of reference that discusses the issue of development of competencies from two perspectives of analysis: Meaning of Competencies and Formation of Competencies. Regarding the meaning of competencies, it showed that the interviewed naturally associate that concept to “know-how”, to practical performance. Two possible interpretations of this phenomenon are outlined: (a) the people involved have assimilated the official discourse about the notion of competency; (b) teachers also have an active role in the labor market. Regarding the formation of competencies, three categories constituted its pillars: the construction of the school curriculum, the role of the teacher and of students in the educational process.
