Management of the municipal education system: The Fortaleza experience in focus

Abstract

In this article, we question the discourse of local empowerment in the context of the creation of its own system of education in Fortaleza, Ceará State, Brazil. Based on the theory of discourse analysis as a methodological approach, it became clear on the one hand, the impact of the creation of the system as a boost to the experience of democratic experiences. On the other hand, it also confirms the interest of municipal governance for the implementation of systemic management as a condition to re-edit practices of political bargaining in the public administration. In the face of this paradox, we weave considerations in view of promoting opportunities for the democratization of the education management in this municipality.

Edson Francisco Andrade, Universidade Federal de Pernambuco Departamento de Administração Escolar e Planejamento Educacional Programa de Pós-graduação em Educação

Graduado em Pedagogia (1999), Mestre em Educação (2007) e Doutorado em Educação Pela Universidade Federal de Pernambuco (2011). É professor adjunto do Departamento de Administração Escolar e Planejamento Educacional e professor permanente do Programa de Pós-Graduação em Educação da UFPE. Tem formação e experiência de pesquisa na área de Política Educacional, com ênfase nos processos de formulação, implementação e avaliação de políticas, projetos e programas educacionais, atuando principalmente nas seguintes áreas: globalização, descentralização de políticas educacionais, poder local, educação superior (gestão, expansão, avaliação e autonomia), Estado, federalismo e regime de colaboração na gestão da educação. Sua pesquisa atual busca analisar os processos de descentralização e democratização da gestão da educação, bem como de expansão e diversificação do sistema de educação superior, tendo em vista a análise das características e dimensões que levaram a transição do sistema de elite para o sistema de educação superior de massa no Brasil. Integra a Linha de Pesquisa Política Educacional, Planejamento e Gestão da Educação. É membro/vice-líder do Grupo de Pesquisa Laboratório de Pesquisa em Políticas Públicas, Educação e Sociedade (Lappes).
