Management of the municipal education system: The Fortaleza experience in focus

In this article, we question the discourse of local empowerment in the context of the creation of its own system of education in Fortaleza, Ceará State, Brazil. Based on the theory of discourse analysis as a methodological approach, it became clear on the one hand, the impact of the creation of the system as a boost to the experience of democratic experiences. On the other hand, it also confirms the interest of municipal governance for the implementation of systemic management as a condition to re-edit practices of political bargaining in the public administration. In the face of this paradox, we weave considerations in view of promoting opportunities for the democratization of the education management in this municipality.
