Universidade Federal de Pernambuco and the “Política de Editais”: An analysis from the policy cycle approach

The aim of this paper is to evaluate the “política de editais” from Universidade Federal de Pernambuco (UFPE), throughout Stephen Ball’s policy cycle approach. We investigate the trajectory of the “política de editais”, to understand its process and effects, observing the contexts of influence, text production, and practice, through the analysis of the texts and discourses of Plano Estratégico Institucional 2003-2013 (PEI), Plano de Desenvolvimento Institucional 2009-2013 (PDI), and Incampus newspapers, published during 2009 and 2013, and the different “call of bids” of Pró-Reitoria de Pesquisa e Pós-Graduação (PROPESQ). We point out that the formulation of the strategy concerning academic research was done from an acquiescent position with national and international models, through practices and discourses that feed researchers and groups with good results, trying to create a sense of totality, ineffability and continuity.
