The majority of them hold a higher education degree (82,5%) and one third of the total have made graduate studies at the level of specialization. Their needs in terms of professional development are related to the development of the political-pedagogical proposal and to acquisition of knowledge in education administration. The networks of municipal schools can be considered small, as the majority of the municipalities have a population of less than 10,000 inhabitants. The resources applied in education correspond to the legal requirements, and the majority of the municipalities exceed the legal limit.
