Sociedade global, risco e segurança

A História da humanidade mostra como sempre fomos confrontados com a necessidade de fazer escolhas e de tomar decisões em contexto de incerteza e de desconhecimento. Frequentemente, essas incertezas estão associadas à probabilidade de ocorrência de fenómenos que causem danos à população e ao seu património, constituindo aquilo a que hoje chamamos riscos. Os riscos são, assim, algo ubíquo à sociedade, no tempo e no espaço. Mas é importante ter presente que esta ubiquidade da incerteza e do risco se adensou com a emergência da sociedade industrial, assumindo uma dimensão planetária com o processo de globalização, particularmente com a mundialização da economia e com a revolução digital. Usando o método dedutivo analítico, este artigo analisa o profundo impacto que o desenvolvimento industrial e tecnológico trouxe à Sociedade, especialmente quanto à globalização de riscos e surgimento de novas ameaças.
