Contributions to a framework of principles for procedures designed to assess and manage environmental risk

This article aims to establish a framework of principles which can be useful to the Administration who has the task of managing the uncertainty within a society of globalised risk. Bearing in mind that risk assessment and risk management are mostly administrative missions, this paper enunciates some basic principles applicable in that domain, emphasizing the role of a revision principle of environmental permits, decisive in order to follow the intense dynamics of environmental elements.
