Abstract

This article aims to analyze the evolution of the context of existence of the so-called special requirements for the effective exercise of the constitutional guarantee of popular action. It also examines ways of overcoming their interpretative procedural obstacles, aiming to increase efficiency and effectiveness in the social control of administrative acts. In this sense, the article proposes a definition of the needs for procedural effectiveness in order to make it possible to obtain an effective, efficient and rapid social control, particularly according to today’s concept of participatory citizenship.

Roberto C.S.G. Caldas, Pontifícia Universidade Católica de São Paulo

Possui mestrado em Direito Tributário pela Pontifícia Universidade Católica de São Paulo (2002) e doutorado em Direito Administrativo pela Pontifícia Universidade Católica de São Paulo (2008). Atualmente é professor no bacharelado da Pontifícia Universidade Católica de São Paulo, onde leciona Direito Administrativo desde 1995.
