School Council: A mechanism of democratization or bureaucratization?
Abstract
The article asks whether the School Council is a mechanism of democratization or of bureaucratization. It first describes the contradictions and limits of the legislation with regard to a democratic administration in public schools. It then discusses the difficulties that the School Council faces to constitute itself and operate as a democratic space. Since the Council is a representation of multiple voices, it is understood as the ability to promote rationally motivated consensuses and to strengthen the development of collective practical in educational institutions.
