A Educação Superior na perspectiva do Plano Municipal de Educação de Criciúma: uma análise das metas, estratégias e da implementação

The purpose of the study was to understand how Higher Education is included in Criciúma’s Municipal Education Plan (PME), and what actions are underway for its implementation, based on documental analyzing PME goals 12 and 13. The article was structured in two parts: at first, it contemplates theoretical framework in which relationship between Higher Education and regional development is addressed; in the second one, it is about presenting documental analysis of PME’s 12 and 13 goals, and respective advances/stabilities/setbacks evidenced. The study allowed to identify three main perspectives for Higher Education in Criciúma: expanding enrollments, retention of students, and increasing quality. We concluded that strong impacts of the pandemic in 2020 must be considered for implementing 12 and 13 goals from Criciúma PME, and their implementation is also an obstacle in the absence of a forecast of expanding education financing in this level of education, which can compromise IESs and effectiveness of public policy.
