Metropolitan restructuring and the emergence of centralities: New commuting flows and the spatial configuration of the Metropolitan Region of Porto Alegre

Abstract

The article discusses the process of deconcentration of productive activities in the Metropolitan Region of Porto Alegre (Brazil) in order to investigate variables implicated in the emergence of new centralities and their interactions with commutation (home-work displacements). By adopting a multivariate analysis, conurbation processes and commutation census data were related to the morphological properties of the spatial configuration, described by the Spatial Syntax methodology. Through Spatial Syntax, which is the main methodology used, trends of movement potentials and probability of flows in the metropolitan network are identified. The following was verified: (i) intensity and direction of commutation flows; (ii) hierarchies of relative accessibility/integration of the system; (iii) centrality hierarchies in the network/routes with higher probability of flow. It is assumed that there is a relation between the deconcentration of economic activities, changes in regional accessibility patterns, the emergence of functional centralities, density and direction of metropolitan commuting flows.

Lucia Camargos Melchiors, Programa de Pós Graduação em Planejamento Urbano e Regional PROPUR/ UFRGS

Arquiteta e Urbanista formada pela Universidade Federal do Rio Grande do Sul - UFRGS, Brasil (2002), possui especialização em Patrimônio Cultural em Centros Urbanos (UFRGS-2007) e mestrado em Planejamento Urbano e Regional pela Universidade Federal do Rio Grande do Sul (PROPUR/UFRGS-2014). Tem experiência docente nos cursos de Arquitetura, Urbanismo e Paisagismo no Brasil (UNIVATES, UNIFIN e Departamento de Urbanismo da Universidade Federal do Rio Grande do Sul - UFRGS) e na Nova Zelândia (Unitec Institute of Technology - Auckland/NZ). Atualmente é doutoranda no Programa de Pós-Graduação em Planejamento Urbano e Regional - PROPUR/UFRGS e desenvolve pesquisas na área de planejamento regional, com foco no desenvolvimento urbano integrado e na gestão metropolitana.

formada em Arquitetura e Urbanismo pela UnB (Universidade de Brasília) em 1986, Especialista em Desenho Urbano (UnB, 1998), Mestrado e Doutorado  em Planejamento Urbano e Regional pelo PROPUR / UFRGS (2003, 2013). Atualmente bolsista de Pós-Doutorado PNPD CAPES junto ao PROPUR / UFRGs (2014-18) e profa. colaboradora deste Programa na linha de Sistemas Configuracionais.

Fábio Lúcio Zampieri, Curso de Arquitetura - UFSM-CS e Propur/UFRGS

Possui graduação em Arquitetura e Urbanismo pela Universidade Federal de Santa Maria (2003). Mestrado e Doutorado em Planejamento Urbano e Regional pela Universidade Federal do Rio Grande do Sul (2006 e 2012). Atualmente é professor adjunto da Universidade Federal de Santa Maria. Tem experiência na área de Planejamento Urbano e Regional, com ênfase em geoprocessamento e movimento de pedestres em centros urbanos, atua principalmente nos seguintes temas: Morfologia Urbana, Sintaxe espacial, Sistemas de informação geográfica, Modelos urbanos para previsão de fluxo de pedestres, Redes Neurais Artificiais, Qualidade dos passeios e índice de caminhabilidade.

Heleniza Ávila Campos, Professora Adjunta do Curso de Arquitetura e Urbanismo (UFRGS) e do Programa de Pós Graduação em Planejamento Urbano e Regional (PROPUR/UFRGS)

Possui graduação em Arquitetura (UFPE, 1988), Mestrado em Desenvolvimento Urbano (UFPE, 1995) e Doutorado em Geografia (UFRJ, 1999), sob orientação do Prof. Marcelo Lopes de Souza. Entre 2000 e 2012 atuou como docente no Curso de Arquitetura e Urbanismo e do PPGDR da UNISC, realizando pesquisas no âmbito do desenvolvimento regional, sendo alguns deles produzidos junto ao Conselho Regional de Desenvolvimento-COREDE do Vale do Rio Pardo. Atualmente é docente da UFRGS no Departamento de Urbanismo da Faculdade de Arquitetura e no PROPUR. É membro pesquisador o Observatório das Metrópoles (RS) enquanto representante do PROPUR.
