Abstract

The Social Movements developed an important role in Brazilian recent history. This text presents the constitution of these Movements and its changes related to another experiences as the Non Governmental Organizations. What both have in common is the looking to the “low floor” considering the possibility of change or to reduce its suffering of living there, even so they follow different ways to understand the reasons of the differences and forms of fight.
