Information and communication policies, social participation and control of public administration, in municipal websites
Abstract
The paper results from a research done with 98 Brazilian municipalities. The main goals were to verify the existence of municipal government’s websites and the quality of their content, in terms of structural design and provision of information and tools for citizens to participate and control municipalities’ actions and projects. The methodology included the selection of municipalities, according to their GDPs, the construction of a research tool and the development of an on-line data bank. The results evidenced that rich and poor municipalities deal with these questions differently, but it was more important to see that it is precarious the use of websites as tools for citizens to participate in public affairs.Issue
