Agenda-setting, public policy and solidarity economy in Brazil

Abstract

In 2003 the National Secretariat for Solidarity Economy was created, with the task of disseminating and supporting the growth of solidarity economy groups in the country. In this work we investigate the rise of this theme in national politics in the light of three determining aspects: (i) the socioeconomic and political context prior to the creation of the secretariat; (ii) the mobilization of civil society organizations for the discourse on solidarity economy (iii) the mobilization of intellectuals for the theme’s academic dissemination. For that we will use Kingdon’s reflections about the agenda-setting process and adapt the latter to the solidarity economy in Brazil.
