Celso Furtado and civil service: A reading of his earliest publications (1944-1948)
Abstract
The article tries to assess the theoretical production of Celso Furtado on public administration developed between 1944-1946, when he was a civil servant of the Administrative Department of Civil Service (Departamento Administrativo do Serviço Público – DASP). The paper tries to understand it within the broader framework of the administrative reform executed by the Estado Novo. It shows a set of concerns about the State, the possible forms of democracy and an analysis of administration theories viewed in their historical development and in their relationship with the processes of increase and bureaucratization of the state. At the end it indicates some elements that can be incorporated in futures reassessments of Celso Furtado’s work and career.
