The paper discusses criteria for the definition of what can be discussed by the public based on journalistic production of high visibility: newspapers first page. The object used to discuss this issue is the regional political leadership of the Paraná State (Jaime Lerner) at two different periods: from 1971 to 1975 and from 1988 to 1992. The comparative analysis aims to identify whether there are differences in the treatment given to him in these two moments: the first constrained by formal censorship that affected content published in newspapers, and the second during a period of full democracy. The newspaper analyzed is Gazeta do Povo, a major newspaper in Curitiba. Because it is the same governor, public office, and newspaper, the assumptions is that if there is a difference in treatment to Lerner, it is related to the restrictions imposed by the military regime to the press, that is, the restriction was determined by external political institutions.
Key words: visibility, first page, Gazeta do Povo, political leader.
