Reform of the communication system: A matter of citizenship

Abstract

The democratization of communication is a historical concern in communication studies and practices in Latin America. However, since late last century, there are novel experiences of citizen participation in this area. One of the signs of citizen involvement in communication problems are the pressures in several countries to reform the broadcasting laws. The article discusses the practices of organizations that propose to reform legislation on audiovisual media services in South America. Focusing on the practices makes it necessary to refer to the conditions of their emergence and the social agents that produce them.
