Abstract

In a period marked by the scarcity of resources, Individual Parliamentary Amendments (EPI) contribute with the financial support for public health actions and services (ASPS). Therefore, this article aims to analyze whether the allocation process of Individual Parliamentary Amendments for Health (EPIS) aims to reduce health inequities. Therefore, based on epidemiological and socioeconomic aspects, the Health Condition Index (ICS) was constructed for the period before and after the implementation of the imposition of PPE. Then, the existing distortion between the ICS and the EPIS was analyzed. The results indicated an increase in health resources via EPI in previously unassisted municipalities, as well as an increase in the per capita amounts received. It was also evidenced that most Brazilian municipalities received EPIS proportional to their health needs, indicating that the amendments may be minimizing the existing disparities in health, thus, the allocative inequities of EPIS still persist, since there are municipalities that received the resources far above or below their needs.
