Imagem-síntese e legitimação das câmeras de vigilância inteligentes como política governamental no território cearense

Abstract

The experience in urban spaces has been marked contemporarily by reconfigurations in its way of being due to the surveillance initiatives that are implemented in our daily lives. Among the monitoring practices that have experienced strong social naturalization, there are video surveillance cameras, considering that their use has been presented to a large extent as the solution to the problems of violence and insecurity in cities. In this sense, we propose to discuss how the legitimacy obtained by video surveillance devices is linked and generates the real and symbolic production of spaces demarcated as safe and intelligent/efficient. We will do this based on the institutional video “Zoom Cidade + Segura” [Zoom Safer City], made by the Government of the State of Ceará, for the empirical analysis. We verified, through the analysis of audiovisual material (Coutinho, 2018), that there is a search, on the part of the Ceará government, to present its territory associating it with a modern and safe imaginary as a consequence of the implemented video surveillance practices. The result of this posture is the attempt to elaborate, from the mentioned video, an official image synthesis (Sánchez, 2001) that can show the desired meanings around surveillance cameras as an intelligent/efficient public security policy.
