Bibliometric study on intergovernmental transfers published from 2001 to 2008
Abstract
Brazil shows regional differences where the state governments must act in order to meet the demand for public services for which the State is responsible. Intergovernmental transfers are an important way of helping the states and the Federal District’s in terms of economic balance. This article discusses the publications about intergovernmental transfers that appeared in recent years. It uses an exploratory-descriptive method and articles published in national journals as material for the analysis. It is found that the main items focused on in the studies are related to transfers from the Union to the cities and the use of funds mainly in the areas of health and education; some papers discussed the “Bolsa Escola” [School Stipend] program and only a few discussed the States’ Participation Fund. The survey about the characteristics of these publications reveals that, despite the existence of many indicators for comparative or correlative studies, GDP, GDP per capita, Population, Current Revenue and Expenses with Health Education are the ones used in them.
